U.S. global aid ‘Stop-Work Order’ will claim lives, harm communities globally

RESULTS urges the Trump Administration to immediately reverse the harmful Stop-Work Order on U.S. foreign aid
Washington, DC, January 27, 2025—The Executive Order issued by the Trump Administration suspending all U.S. foreign aid programming will be catastrophic. RESULTS urges Secretary Rubio to reverse this order immediately. It will certainly result in needless deaths and will threaten global security.
“Overnight, people will lose access to lifesaving medicines and treatment,” says RESULTS Executive Director, Joanne Carter. “Programs supported by U.S. foreign aid are not abstract. Health workers will be unable to care for patients in dire need of health care. Safe childbirth will not be possible. In certain cases, delaying medical intervention by even minutes can make the difference between life and death. A child in respiratory distress, a pregnant woman with life-threatening preeclampsia — these are lives that we will lose if this order is not reversed.”
“This will set back global efforts to contain outbreaks of Marburg and Mpox. The danger of a deadly pandemic will go up overnight,” continued Carter. “We know from COVID that not only would the loss of life be horrific, but world economies could spiral.”
“RESULTS also warns that the Stop-Work Order will have hugely damaging impacts beyond global health. This order dangerously interrupts human trafficking prevention and shelter for people escaping war. Programs supporting access to education and critical nutrition will shut down, and much more. In his confirmation hearing, Secretary Rubio said he would ask three questions about our foreign aid: ‘Does it make America safer? Does it make America stronger? Does it make America more prosperous?’ Stopping all aid takes the United States backwards on all three of these points.”
RESULTS supports a good-faith effort to review and strengthen foreign aid programming. Evaluating current programs to increase their reach and impact on poverty would be a welcome action. Stopping all programming in the meantime will do unacceptable harm and also undermines the democratic process. “Congress set aside the funds for these programs through bipartisan legislative action,” Carter said. “This means the Stop-Work Order directly contradicts the will of Congress.”
“We call on members of Congress to urge the administration to reverse the Stop-Work Order. We must act now to prevent irreparable devastation.”
