White House impoundment of foreign aid dollars is damaging and illegal, Congress must act 


RESULTS urges Congress to take a stand against the Trump Administration’s move to cancel $4.9 billion in international assistance spending. This illegal move undermines democracy and global stability.

Washington, DC, September 3, 2025—Last Friday, the Trump Administration once more moved to usurp congressional authority. A bipartisan majority in Congress already approved $4.9 billion in foreign aid. The White House now intends to cancel it with or without congressional approval. For the last nine months, this administration has frozen, delayed, and canceled congressionally mandated funding. They have done particular damage to programs addressing global crises and fighting poverty. Withholding these funds harms communities here at home and worldwide. It must stop.  

“RESULTS advocates asked their members of Congress to approve this spending. Members of Congress from all parties listened and dedicated these funds to critical work. The funding is for global development, peacekeeping , and lifesaving food aid. This is the process that forms the bedrock of U.S. democracy. The Trump Administration must listen to bipartisan congressional leaders calling to release the funds,” said RESULTS Executive Director, Joanne Carter. 

“We call on members of Congress to reject these unlawful actions. Congress must hold the administration accountable for spending these critical resources. Lawmakers must stand against these rescissions. It is critical to spend these resources before they expire at the end of the fiscal year.”
