Tell members of Congress to pass the budget
Congress has just 9 days left to finish the FY26 budget, but there is real progress to report. As noted last week, congressional leaders have agreed to foreign aid funding that largely protects programs we care about. This includes the Global Fund to Fight AIDS, TB, and Malaria, Gavi the Vaccine Alliance, maternal and child health, and education. The House passed the bill by a wide margin, and the Senate will vote next week.
Housing is moving forward too. This week, House leaders released the Transportation, Housing and Urban Development (T-HUD) bill. The bill maintains the status quo for the Housing Choice Voucher program, and even includes small increases for other housing programs.
Most importantly, both bills include safeguards to make sure the Administration spends the money as directed.
While these funding bills are far below what is needed, they are meaningful wins. They are a testament to your persistent advocacy for these investments. We will continue to push Congress to do more until they get it right. Congress must pass these bills by January 30. They are likely to pass. Still, your calls and emails matter. They help ensure passage, show lawmakers what you care about, and build momentum for stronger investments in FY27.
Please contact your representatives and senators this week about the budget.
- Contact your Senate foreign policy aides. Ask them to urge their bosses to vote YES on the bipartisan FY26 SFOPS agreement. Also, urge their bosses to press the Administration to spend remaining FY25 funds.
- Contact your House and Senate housing aides. Ask them to urge their bosses to vote YES on T-HUD funding bill that protects Housing Choice Vouchers and other important housing programs.

Tell Congress to delay reckless SNAP changes
We need your help to protect SNAP. New rules passed last year threaten deep cuts to the Supplemental Nutrition Assistance Program (SNAP). As part of the One Big Beautiful Bill Act (OBBBA), states must have a 94 percent accurate on their SNAP payments. If not, states will have to cover SNAP benefit costs for the first time.* Based on 2024 data, 42 states would have to potentially pay tens of millions of dollars they don’t have. The result will be cuts to benefits or, in some states, abandoning SNAP altogether.
To make matters worse, federal mismanagement in recent months has increased the risk of unintentional state errors. These errors could be used to penalize states under the new rules.
Congress must delay implementation of the cost-sharing requirements to give states time to prepare. Please email or call your representatives and senators and urge them to delay the SNAP cost-sharing requirements. *States already cover part of the administrative costs for SNAP (i.e., money used to run the program). But until now, the federal government has covered 100 percent of benefit costs (i.e., the money used to buy food).

I’m calling because I have serious concerns about the DHS funding bill and ICE’s recent enforcement actions. I’m troubled by reports of harm to community members, including the killing of Renee Good in Minnesota. We need accountability for ICE and investigation into its actions. I ask Rep. ___________ to carefully consider these concerns before voting on the DHS appropriations bill. I urge them to vote NO on the current bill. Thank you.
