RESULTS urges Congress to reject damaging rescissions package
A rescissions package sent to Congress would rubber stamp cuts to foreign aid that have already cost countless lives. Congress must vote ‘no’.
Washington, D.C., June 4, 2025—Yesterday, the White House proposed an alarming “rescissions” package that claws back lifesaving spending on global health and poverty. This bill undermines congressional authority and deals a devastating blow to global communities. It comes on the heels of a devastating White House budget proposal just last weekend.
“Congress already made the bipartisan decision to spend these funds,” said RESULTS Executive Director, Joanne Carter. “RESULTS advocates have worked with Congress for over 45 years to fund the fight against global poverty. Lawmakers of all political leanings prioritized funds for global health, nutrition, and education. They did this because they know its impact in the world.”
“We also know global aid makes the world a safer place. The programs at stake help prevent the spread of deadly infectious diseases like HIV/AIDS and tuberculosis. They provide for nutrition and safe childbirth. They also help address the deadly fallout of violent conflict. They support girls to access quality education. Congress must assert its power of the purse and reject these dangerous cuts,” continued Carter.
The Trump Administration has already decimated U.S. foreign aid programs and agencies. People all over the world have already paid with their lives for this unconstitutional overreach.
“Rubber stamping deadly cuts will only cause further harm. It would also show that the U.S. government is needlessly cruel and unreliable,” said Carter.
“The latest White House Fiscal Year 2026 (FY26) budget proposal would also carry forward these same deadly cuts, and far worse. The FY26 blueprint eliminates lifesaving maternal and child health programs, nutrition, education, and more. It makes a shortsighted and cruel proposal to pull out of Gavi, the Vaccine Alliance. Gavi helps vaccinate half the world’s children. Congress should do what it did with President Trump’s budget proposal in his first term: ignore it.”
“Congress has begun turning to their appropriations bills for next year. Bipartisan leaders are already coming together to continue critical and effective global health and anti-poverty programs. Congress needs to stay strong in this decades-long bipartisan commitment. They must both defend the funds they’ve already set aside and secure them for the future.”
RESULTS calls on Congress vote ‘no’ on this rescissions legislation that cancels critical funding that saves lives and makes us all safer.
