Reopening the government is an important step, deal falls short for families facing poverty


Reopening the government critically replenishes food assistance (SNAP) benefits and restores jobs. The funding deal safeguards some SNAP and food aid for the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). But it doesn’t create the stability our country needs. 

Washington, DC, November 14, 2025—Earlier this week, the president signed into law a funding deal to reopen the U.S. government. This will bring crucial relief to everyday people who use government programs to meet basic needs. An unconscionable manufactured food crisis will end as the Supplemental Nutrition Assistance Program (SNAP) benefits go out. But, decision makers must ensure all missed SNAP payments reach recipients as soon as possible. Congress must also improve upon this deal come January 2026.   

“RESULTS applauds lawmakers for safeguarding SNAP and WIC funds for Fiscal Year 2026,” said RESULTS Executive Director, Joanne Carter. “The Trump Administration has withheld food benefits under the guise of the shutdown. Hunger has skyrocketed. Children have borne much of this harm. Millions of constituents including the full RESULTS network  have called on their lawmakers for action. The people demand sustained delivery of SNAP and WIC benefits. This legislation does provide funding through next September.” 

“At the same time,” continued Carter, “this deal continues to fail communities everywhere. Health care costs for Affordable Care Act plan users are still set to surge. There are no guardrails ensuring the Trump Administration spends funds as Congress intends. Without this accountability, both global and U.S. poverty could balloon.” 

Congress has demonstrated that basic human needs are a bipartisan priority. For decades, Congress has supported ending global pandemics. Both parties consistently agree that children everywhere deserve routine health care and nutritious food. Lawmakers can and must continue to fund these bipartisan efforts and more. Their constituents support and demand it. And Congress must create guardrails to ensure funds go out.  

“The stopgap measure to fund the rest of the government only goes through January 30, 2026. Between now and then, Congress must refocus on the will of their constituents. People everywhere are calling for economic stability and dignity. The Fiscal Year 2026 budget must reflect their call.”
