Time for Congress to get back in the driver’s seat on global poverty

It’s the administration’s job to deliver impact on global poverty. But it’s up to Congress to make sure it happens. 

When the administration dismantled decades of progress in 2025, Congress was caught off guard. Now they’re starting to get back in the driver’s seat.

What should Congress do on global health and education?

>>>> Set PRIORITIES based on poverty and evidence, not politics 

>>>> Allot FUNDING needed for health, education, and beyond 

>>>> Require OUTCOMES for people and communities 

We’re going to push Congress to do all three of these things, with two basic priorities: 

  1. Re-forge a system to deliver U.S. bilateral funding directly 
  1. Maximize the pooled global funds that are ready to deliver impact NOW 

All of this work begins with congressional power of the purse. Our constitution gives Congress the job to set spending levels every year, giving the Administration direction on how those funds get used. For decades, RESULTS grassroots have made sure global poverty and health are on the priority list for Congress, on both sides of the aisle.  

In 2025, the administration tried to undermine the role Congress plays on spending. We need Congress to stand firm – for funding, and for the global impact that funding makes possible.  

Just because the money is set aside doesn’t guarantee it gets spent. And just because it gets spent doesn’t guarantee the most important outcomes. In 2026, we’re pushing for outcomes and impact on: 

  • Tuberculosis  
  • Maternal & child health and nutrition 
  • The world’s most powerful pooled funds, like Gavi and Global Fund 
  • Education 

Where and when does Congress get back in the driver’s seat?

  • The annual appropriations process – this is the big one!!! Not just spring anymore. Three separate fiscal years of spending will be in play during 2026. Congress needs to keep ambition high for all them 
  • After setting money aside, Congress needs to make sure it gets spent. That means constant oversight of the administration, following up and measuring spending and outcomes, and rejecting back-door cuts through processes like “rescissions” 
  • Ongoing outreach to the Administration behind the scenes 
  • One-off hearings, legislation, formal letters, global replenishment moments  

How? Tailored grassroots advocacy

To make this possible, we’ll need action across Congress: 

We need bipartisan champions 
Willing to do bold, hyper-tailored actions alone or together 

We need bipartisan supporters  
Backing up the champions and committee leaders  

We need a pipeline of NEW bipartisan leaders  
However modest their first action may be: it puts them on the path! 

Our actions will need to be tailored to what we’re asking of each member of Congress. Broad mobilization still matters. But our targeted, locally-led advocacy is going to be even more important. This is a year when RESULTS groups can shine, with bespoke strategies based on who represents them in Congress, asking…  

  • Which issue could you move your MOC on the champion scale? 
  • What kind of action can you get them to take?  
  • Baby steps vs. champion? 
  • Public vs. behind the scenes?  

We’ll have actions tailored to each of these groups throughout the year. And together RESULTS grassroots and staff can work on strategies to move individual members of Congress forward.
