Congress must fund health, education, and housing – and stand against abuse of power.

Like many Americans, we are appalled by what has happened in Minnesota in recent weeks, where expanded federal immigration enforcement has escalated into deadly violence. The Trump administration has used dubious (and previously prosecuted) claims of welfare fraud to justify an unprecedented deployment of U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP). ICE and CBP agents have destabilized and terrorized immigrant communities, traumatized children and families, and attacked bystanders documenting abuse. Amid peaceful protests, agents shot and killed Renee Nicole Good, a poet and mother of three, and Alex Pretti, a nurse caring for veterans. Their deaths have sparked widespread outrage and calls for accountability.

ICE and CBP actions have provoked backlash over their lack of adherence to the law, constitutional rights, and basic human dignity. While these tragedies cannot be undone, Congress can act to ensure they don’t happen again.

This week, the Senate is expected to vote on the final FY2026 appropriations bills. Several of these bills fund essential services that ensure people have access to healthcare, housing, education, and other essential services. These bills have broad bipartisan support and deserve swift passage.

However, senators must reject any Department of Homeland Security funding bill that fails to include binding requirements for transparency, legal restraint, and enforceable oversight of ICE and CBP. Modest reforms in the House’s DHS bill do not go far enough.

RESULTS urges Republicans and Democrats in Congress to quickly pass other FY26 appropriations bills, and to draft a separate, bipartisan DHS funding bill that mandates meaningful accountability for ICE and CBP.

To avoid further bloodshed and egregious harm to families and communities, this moment demands action. Senate leaders can mitigate the impact of any potential shutdown by scheduling a separate vote for the non-controversial FY26 funding bills.

The tragedies in Minnesota and other communities around the country were entirely preventable. We hope Congress will seize this moment to enact humane, just, and safe reforms to our immigration system, starting with real oversight of ICE and CBP.
