By passing rescissions, Congress rubberstamps increasing global poverty
A rescissions package passed today that will claw back previously approved global aid spending. While the final bill spared some critical health programs, global welfare will worsen.
Washington, DC, July 18, 2025—Early today, the House of Representatives approved a damaging budget “rescissions” package proposed by the White House. The Senate passed this bill yesterday, and it will become law. This legislation cancels billions in critical global aid. Those funds support access to clean water, education, emergency response, and more. Rescissions also undermine congressional power of the purse in a dangerous precedent. This bill deals another blow to global communities.
“Passing this rescissions package is a harmful misstep,” said RESULTS Executive Director, Joanne Carter. “Advocates from coast to coast told lawmakers they wanted these funds spent on humanitarian aid, basic education, and much more. Members of Congress acted and voted accordingly back in March when they approved this funding. This is the democratic process mandated by the U.S. Constitution. Clawing back these funds now countermands the will of the people.”
“At the same time, RESULTS applauds the legislators who heeded their constituents on global health. This bill originally targeted additional lifesaving health programs for devastating cuts. Those cuts would certainly have grown the horrific and mounting death tolls from ongoing White House attacks on global aid. Thanks to committed advocacy by constituents, there was a loud call to protect key health funding. Child health, HIV and tuberculosis programs, and other efforts were spared from these latest cuts,” continued Carter.
“This rescissions package will do real damage to people globally and domestically. Congress must reassert its constitutional power and stand up boldly for crucial funding into the future.”
